Human Resources Manager

POSITION OVERVIEW
The Williamson County Children’s Advocacy Center (WCCAC) is a nonprofit that provides free services to child victims of abuse and their non-offending caregivers and other family members.
Reporting to the Chief Operating Officer, the Human Resources Manager leads the development and administration of HR policies, practices, and programs that support the mission of the Center. This role ensures organizational compliance with federal, state, and local employment laws while fostering a positive, equitable, and supportive workplace culture. The Manager serves as a strategic partner to leadership, with a strong focus on employee wellness, engagement, and retention.

Commitment Type: Full Time (40 hours a week)
Base of Operation: Georgetown, Texas
Salary: Based on Qualifications, Exempt

MINIMUM QUALIFICATIONS
- Bachelor’s degree in an appropriate related field (Human Resource Management, Public or Business Administration)
 - 5 years appropriate professional work-related experience
 - Demonstrated knowledge of federal, state and local employment laws and regulations.
 - Proven experience in payroll processing and compensation analysis.
 - Proven ability to provide HR insights and strategic guidance to senior leadership.
 - Experience in facilitating meetings and managing group processes
 - Strong interpersonal skills, speaking, writing, and collaborating with both internal customers and a dynamic leadership team
 - Advanced proficiency with Microsoft Suite (Word, Excel, PowerPoint)
 
Licenses and Certifications
·Professional Human Resources Certification (PHR) or other recognized HR certification highly preferred
·Possess a valid Texas Driver’s License or its equivalent from any state in the U.S.
Preferred Qualifications
·7+ years experience in human resources
·Operational experience in a Children’s Advocacy Center preferred
·Advanced professional HR Certifications (SPHR, SHRM-SCP)
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Belief in the mission of the Williamson County Children’s Advocacy Center.
 - Integrity, professionalism, and ability to maintain confidentiality in sensitive situations.
 - Supports the executive team with guidance on employment laws, HR best practices, and workplace issues that would impact organizational operations.
 - Serve as a key advisor to the Executive Team on HR strategy, employment law, compliance, and workforce planning.
 - Develop, implement, and update HR policies, procedures, and initiatives in coordination with the Professional Employer Organization (PEO) and benefit providers.
 - Respond to employee questions, concerns, and workplace issues with discretion and confidentiality; escalate complex or critical matters to executive leadership when appropriate.
 - Work closely with the leadership team on employee relations.
 - Prepare and process bi-weekly payroll for all employees, updating systems as needed for holidays, PTO, and employee changes.
 - Coordinate with Finance and PEO on payroll tax filings, unemployment claims, audit preparation, and reconciliation of payroll entries/discrepancies.
 - Manage employee records and files in accordance with organizational policy and legal requirements.
 - Oversee all aspects of the recruitment lifecycle, including job postings, screening, interviewing, hiring, onboarding, and offboarding.
 - Assess and lead initiatives to support employee development, training, retention, and strengthen organizational culture and employee retention.
 - Provide research and guidance on compensation structures and philosophy, employee benefits, retirement planning, and wellness programs, ensuring coordination with the Finance team.
 - Monitor compliance with local, state, and federal regulations, as well as CACTX and NCA standards.
 - Support the development and implementation of performance evaluation processes, employee goal setting, and professional growth opportunities.

 - Must successfully pass annual criminal and DFPS background checks, as well as clear the National Sex Offender Public Website and SafeSport registries.
 - Must also have reliable transportation that meets the Center’s insurance company’s requirement for coverage.
 
- Attend required training and professional development to maintain knowledge of best practices.
 - Participate in organizational meetings and contribute to strategic planning initiatives.
 - Perform other duties as assigned to support the mission of the Children’s Advocacy Center.
 
Physical Requirements:
- Must be able to walk, stand, bend, stoop, reach, and moderately lift (up to 30 pounds).
 - Must be able to sit at a workstation and/or a computer screen for up to 2 hours at a time.
 
Other Information:
- This is a full-time position.
 - Occasional weekends and after hours may be necessary for special events or emergencies.
